Ypsilanti City Council: August 18, 2009 Agenda.
HIGHLIGHTS:
- An Ordinance to sell the property known as Water Street
- An Ordinance to increase the water rate by 5.5% & lower the surcharge from 78% to 76%
- An Ordinance to sell 10 South Prospect
- Setting the fee schedule for owning chickens
The City Charter requires an ordinance in order to sell property. The idea behind the property at Water Street is that Council pass one ordinance and complete purchase agreements as resolutions with public hearings. Ordinances require publication, a public hearing, and two readings. There will still be the same opportunity for public comment on each potential purchase agreement, however, this option will streamline the process.
The property at 10 South Prospect was sold more than two years ago. The process was botched as no ordinance was passed authorizing the sale. Seeing that you can’t unring the bell, it will be interesting to see what happens if Council fails to pass this ordinance.
In preliminary versions of the ordinance to keep chickens, the fee was written into the text. Seeing that Council passes an updated fee schedule each year, the language was removed prior to its adoption. Council will be setting the fee to keep four (4) chickens at $20.
