Decision 2010: Pay The Bondholders Or Provide Services

The hole in the middle of Water Street is hungry and needs feeding. As a result, the City Manager is proposing the following cuts:
- Eliminate (6) firefighter positions for a savings of $441,283
- Use PSAP funds to pay for the dispatch contract with the Washtenaw County for a savings of $158,000 Eliminate (1) lieutenant’s position from the police department for a savings of $94,291
- Eliminate (5) police officers for a savings of $293,769
- Fund (2) LAWNET positions with drug forfeiture money for a savings of $132,657
- Reduce non-union pay by 5% using furlough days for a savings of $73,153
- Book $50,000 in savings from the maintenance of public buildings
- Eliminate the recreation utilities contribution on Parkridge and the Senior Center for a savings of $35,000
- Eliminate (2) part-time finance generalists for a savings of $60,000
- Make the DDA pay for services for a revenue increase of $35,000
- Book $26,847 in savings by implement cuts by March 1, 2010
All of this and more will be discussed the evening of Monday, January 11th at City Hall beginning at 6PM. Be there or be square.

Are any of the positions currently vacant?
Other than continuing the slow death process of not filling vacant positions in the police and fire departments, here is my take on prioritizing other cuts:
1. Reduce non-union pay (AND RIGHT-SIZE UNION CONTRACTS by MORE THAN 15% using furlough days by CLOSING CITY HALL ON EITHER MONDAYS OR FRIDAYS for a savings of FAR MORE THAN $73,153.
2. Eliminate (2) part-time finance generalists for a savings of $60,000 (this hasn’t been done already?!)
3. Make the DDA pay for services for a revenue increase of $35,000
4. Fund (2) LAWNET positions with drug forfeiture money for a savings of $132,657
5. Book $50,000 in savings from the maintenance of public buildings
6. Use PSAP funds to pay for the dispatch contract with the Washtenaw County for a savings of $158,000
7. Eliminate (1) lieutenant’s position (if this is the new
Chief’s former and now vacant position) from the police department for a savings of $94,291
The following cuts should not be made under any circumstances unless they are vacant, or short of action by a future emergency financial manager:
8. Eliminate (6) firefighter positions for a savings of $441,283
9. Eliminate (5) police officers for a savings of $293,769
Eliminate the recreation utilities contribution on Parkridge and the Senior Center for a savings of $35,000
Book $26,847 in savings by implement cuts by March 1, 2010

The problem with the information we received on the cuts is that it does not offer up any insight as to the impact these cuts will have.
For example, if the decision is to cut two part-time finance generalists, what happens to their workload?
Monday’s session will be Council asking a lot of questions and expecting more detail than has already been presented.
